Congress is attended by about 1000 participants: local and national local government representatives/officers, representatives of Ministry of Education, Commission of Education in The Parliament, scientists, school inspectors, headteachers from Poland, England and Scotland, Italy, Finland.

Program:

  • Before the tenth anniversary of a great project - its summary and conclusions. Weak and strong points of the development stages of Polish educational system, since the beginning of the reform up till now. Subject for both modules
    In 1998, a project of structural reform of the Polish system of education was announced. Conclusions for future drawn by the Ministers of Education. Among the participants of the debate were: the representatives of the Ministry of Education and the Parliament, former Ministers of Education since 1997 and other co-creators of subsequent ideas for education development.
     
  • Let's consolidate our efforts to improve the system of education. The proposal of Polish and international initiative by OSKKO and British Council.
    Will we manage to create educational think tank in Poland and other European countries?
    Managerial module
     
  • Comparison of Polish and foreign experiences in the field of cooperation: school , self-government, pedagogical supervision. Examples of educational systems similar to the Polish one. Exchange of experiences. Subject for both modules
    Experiences of 4 countries . Presentations by head teachers and self-government activists from Poland, England, Scotland and Finland. A visit of management staff delegates from Cheshire. Head teachers and self-government activists will get acquainted with the Polish system of education – with regard to a great number of Polish students in English schools. Comparison of the competence range and the way in which schools cooperate with governing and supervising bodies in those 4 countries. How does the state realize its educational policy in self-governments?
     
  • The European an d Polish Commission for Sectoral Social Dialogue in Education Subject for both modules
    Since the Brussels conference, 4-5.06.2007, OSKKO has been the representative of Polish head teachers and managers of other educational institutions in a dialogue with the trade unions- along with self-government organizations and the Ministry of Education. The picture of cooperation between partners. Among those invited to take part in the debate there are : representatives of government, self-governments, trade unions ( Solidarność and the Polish Teachers` Association)
     
  • The issue of discipline and safety. Preventing pathologies in Polish schools. Critical situations and everyday practice. Subject for both modules
    Among others, a thorough analysis of the critical events in Junior High School no2 in Gdańsk in October 2006 presented as an example of how schools and local governments deal with this kind of problems . Results of national research on discipline in Polish schools conducted by two independent bodies- UP (Lodz University) and COBS (Centre for Survey of Social Opinion)
     
  • Do we tend to neglect the quality of teaching? Managerial module
    Has the state lost interest in the quality of teaching? Will the optimistic tendencies indicted by PISA research continue? A general draft of the situation. Proposals to increase pressure on the quality of teaching.
     
  • Ensuring good quality of education in Poland and Great Britain. A new Polish supervision system after a year. Managerial module
    Poland. Results of introducing „good supervision practice”. Discussion with the resort of education. Conclusions drawn by head teachers to be considered by the Ministry of Education. Information and replies by the Department of Educational Supervision in the Ministry of Education. Great Britain. Relations of the representatives of the British OFSTED.
     
  • Problems of institutions implementing the subsequent stages of education. Discussion panels: Managerial module
    - Problems of pre-school education
    - Problems of elementary and junior high schools
    - Problems of secondary and vocational education
    - Problems of integrating and special schools
     
  • Education financing and organization in self-governments. Influence of resources on educational outcomes. Module for self-governments. The module of Educational Commission of the Association of Polish Cities.
    Professor Rosalind Levacic, University of London, Educational Commission of the Association of Polish Cities.. Subsidies on education, the algorithm of division educational token. SIO, The assessment of school effectiveness. The budget cycle.
     
  • Computerization of school management. Module for self-governments
    - Experiences of local governments, schools and software producers.
    - The System of Educational lnformation
    -
    Computer workshops organized for volunteers by specialists from Vulcan - a firm responsible for computerizing education.
    - Confrontation of different solutions in a debate among leading computer companies, self-governments and the resort of education.
  • Pedagogical and didactic ideas Managerial module
    Examples of curricula and good practice by authors, educationalists, publishers` proposals


The Congress program is still being developed, along with the appearance of proposals from educational institutions. The organizers reserve the right to change it.
